PROFESSIONAL EXPERIENCE

 

Sierra Army Depot, Herlong, CA, October 2015 – Present

 

Duties:  Manage numerous programs, projects and procedures within Industrial Base of Operations (IBO), including planning, costing, customer coordination, directing and forecasting to support those programs utilizing Logistics Modernization Program (LMP) and System Applications and Programs (SAP) software.  Duties include but not limited to the following:

 

·  extensive coordination and interfacing between all Directorates within SIAD, Army Materiel Command (AMC) and contractors to ensure accuracy of data, program set-up and long-range implementation;

·  evaluate LMP data to track status of logistics projects, including finances and man hours spent to accomplish the projected goal, as well as building bill of materials and operational routes;

·  use practical applications of the principles of logistics, the methods and regulations, tools and standard operating procedures (SOP’s) to manage projects;

·  customer coordination up to and including Department of the Army level when required;

·  under minimal guidance, responsible for analyzing and executing tasks related to detailed goals for the planned project, including start and completion dates, project cost management, quantity, schedules and quality;

·  review usage of established funds to ensure proper allocation;

·  create phasing plans, including multi-year material and labor budgets, for revenue recognition of material currently under procurement for specific WBS’s;

·  work with IBO Directorate to review projects when completed to ensure adherence to the goals and guidelines of the organization and ensure all objectives have been met.

 

During In-Process Review (IPR), make formal oral and written presentations to advise Depot Command and TACOM of specific problems and to provide recommendations to rectify those issues in preparation for Inspector General Review.

 

Serve as the cradle to grave Program Manager and Depot Point of Contact (POC) for the following Man/Reman, Reset, and Logistics projects: Husky Mounted Detection System (HMDS), Integrated Base Defense (IBD), reset of the M149A2 (Water Buffalo), Tactical Water Purification System (TWPS), Reverse Osmosis Water Purification Unit (ROWPU), and a variety of other complex programs. Some projects may have multiple customers. Current customers include TACOM, US Army Reserve, Army National Guard, and Terrestrial Sensors. Current workload consisting of over 18M that covers 12 individual projects.

Analyze Army regulations and SOP’s to determine operational and financial impacts on various programs.

 

Evaluate, interpret and monitor compliance with policies and Technical Manuals (TM), and take corrective action when implementation problems arise.

 

Possess adequate knowledge of engineering to distinguish between logistics and engineering problems and the ability to provide recommendations to correct such problems.

Routed task order planning packages prepared by NAVFAC HQ ATFP Ashore PMO to appropriate FEC IPT nucleus for assignment of a project manager that led to the development of the regional Request for Proposal (RFP). I provided ongoing ATFP, military public safety, facilities management, and public works-related support. I provided extensive daily interface and coordination with Regional, Installation, and NAVFAC staffs in all locations (to include public works and ROICC) and multiple 3rd party contractors. Coordinated with Echelon III, NAVFAC HQ and then NAVFAC Engineering Service Center (ESC) Contracting Officer’s Representative (COR) on any task order planning or execution issues. Provided periodic program and project updates to Echelon III as required. Coordinated “Reach-back” Technical Support from NAVFAC HQ ATFP Ashore PMO through then-Lead Systems Engineer (LSE) as required. Assisted in the identification of requirements for separate construction contracts to include coordination with Area Regional Engineer (ARE) Team for funding of these projects. I assisted the installation public works department (PWDs), with resolution of contract issues. Received PIM-MAC Contract Data Requirements List (CDRL) submissions from the PWD ACO and distributed to appropriate Points of Contact for evaluation. Monitored and tracked CDRLs to completion. Developed and maintained Plan of Action and Milestones (POA&Ms) on all work required for Navy ATFP equipment installation and Initial Operational Capability (IOC). Police Department Deputy Precinct Commander, Naval Support Activity (NSA) Washington DC   January 2005 – June 2007  

 

Deputy Precinct Commander for the Washington Navy Yard (WNY). Responsible for Public Safety in the WNY to include the daily operation, personnel administration, guidance, mentorship and daily schedule of 43 military and 85 civilian Union Department of Defense (DoD) Law Enforcement personnel, while additionally acting as Precinct ATFP and Physical Security Programs officer.
